Wobble after rotation, balance, and alignment

    So I took my 2014 4x4 Tacoma to the dealer for the frame coating recall. Had them rotate the tires while they were at it. Then it had a wobble. Took it to my trusted local shop to have the alignment checked and tire balanced. Both were out, of course, fixed it. But the wobble didn't stop. Took it back. He took all the weights off and tried again. Checks out on the machine. Still a wobble. He said he thought it could be a bad tire. Next step is to rotate the tires back. My thought is they hadn't been rotated in a while, I shouldn't have let that happen. But maybe they are just slightly worn wrong from being out of alignment or something, and maybe after driving some they will wear out right and the wobble will slowly go away. Don't know if that makes sense, but that's just me being optimistic. The truck has 54K miles (wheels and tires ~10k). 99.99% are all on road. It's well taken care of (other than I should have rotated the tires sooner), so I have a hard time believing there is something serious going on. Thoughts? Advice? Things to check? Thanks for any response.

    When they were balanced they were road force balanced
