    I ended up buying a new actuator and then fixing my old one.

    The copper contacts on the motor where the small magnets contact had to be cleaned and I also re-greased the ball bearing on the bottom of the worm gear, which allowed the motor to turn much more easily without getting stuck.

    There's no rust or corrosion on the housing (it's just dirty; I wiped part of it clean in the pics).

    The internals are all clean and in excellent shape.
