Would this be the neutral safety switch?

    So over the last couple of days sometimes when I put the truck in park and turn the key to remove it it stops right before the off position. I can crank the truck back up when it does this. Sometimes hitting the shifter can make it free up but sometimes not. But if I disconnect the battery it seems to release whatever is causing the key to not turn to the off position. So am I right in thinking it's the neutral safety switch or could it be my key cylinder or something else entirely. Trucks a 2003 Tacoma V6 prerunner with 380k miles
