    It sounds like you've got too much tongue weight. The axle on the trailer may need to be brought forward to reduce the load on the hitch. The tow package comes with a 650 Lb tongue weight rating, a 2800 Lb boat (especially if it's outboard or stern drive) should be in the 100 - 200Lb tongue weight range. That wouldn't be enough to point the front end at the sky no matter what leaf springs you have.

    I tow a Scout 24' Abaco with a Yamaha 225 4-stroke O.B. that's 6200 Lb with a full load of fuel with my non-TSB 2009 DC 4x4 with the 3 spring leafs - no problem at all! I'm at right around 350 Lbs tongue weight.

    I'd move that axle forward.
