So, I want a laptop to leave at my camp. I will only be storing and editing video from the GoProHero2, storing and printing pics, and want to be able to hook it up to the TV there to share said pics and vids with guests.

I would like to store most everything on a portable harddrive so it can come home or travel with us...

Screen does not need ot be big... Emphasis here is on cheap and good for editing. I am new to the camera, so I will take advice on the best program for the video editing too.

    Thanks in advance............................

Cheap is not going to be of any use in the realm of video editing, storage & playback. Cheap will only buy you frustration. Best you can do on cheap is upload videos to youtube so they will play worth a shit. Get a decent android or iphone and play them on that after uploading if you want portable. Or buy the playback screen that snaps on the back of the gopro and watch them on that if screen size doesn't matter. It also has an rca cable that'll plug into a cheap TV for playback. AVS has a free video eidtor that allows you to clip video and capture still frames. Works pretty good.
