    Lol, that's as Toyota as the seatbelt not retracting.

    Agreed, most likely this. If not, squirt some wd-40 on the brake cable between the dash and firewall and work the cable back and forth. Had to do that on two of my trucks.

    The fluid is not quite at max but it's by no means low. I tried pressing the parking brake a little when I was driving this morning, it started beeping at me which leads me to believe that it's unrelated
