I don't know about other trim levels. But to get a painted bumper on a OR, you have to get tech package

I suppose so. Car has been sitting due to cold weather. But it's always fired right up in the past and make full power

All Sports come with painted bumpers. Off road cones with chrome unless you get tech package.

Was anyone able to determine if the non-tech OR is pre-wired for heated seats?

They would be two totally different floor wires, left and right.
Sometimes you can get extra stuff added to a base model but unfortunately the tacoma isn't one. it's either loaded or not.

You can add heated seats aftermarket without replacing the seat covers, I'm pretty sure. Any upholstery shop or aftermarket shop should be able to add it. From my experience, the manufacturers use different wiring harnesses. I would think it would be more cost effective just to have one, but apparently not.

I always have thought heated seats are a waste in Texas. Then there's days like today when it's 17 degrees when I leave for work.

They might be. I installed aftermarket heated seats in my non-tech OR. I found it easier to run all new wiring back to the fuse panel than to try to figure out the cluster f*ck of wiring that these new trucks have. There is a ridiculous amount of wires just for each seat. All of the existing wires seem to feed back to the body ECU which I didn't want to mess with.

For reference sake to an old thread:
My Texas assembled 2017 Access Cab OR non-tech: came wired for heated seats.
Matches wiring diagram exactly. Even came with S40/41 female plug. Have not tested for power yet.
