    Interesting question. I do believe the design calls for "over" positioning. However, this isn't to say that placing the TP in the less-favorable "under" position is unacceptable when circumstances require immediate use of the TP. Eg: Fecal matter exiting the anal sphincter and soiling your brand new pair of Hanes. In this case, Under or Over, doesn't matter. Just don't shit yourself.
