Sounds like you might need to probe around with a multimeter and see if and where it’s getting power. Maybe there is a broken or melted wire somewhere.

No. In the run position and running I should have said. The pump may prime on initial key on to run position in anticipation of cranking. Again it would be a pre programmed ecm timing though. You need the ecm pinout diagram to check for power from it if you know the wire harness is good for efi module and fuel pump.

The fuel pump doesn't turn on at the on position. I believe you can use the diagnostic box in the engine bay that's connected to the intake manifold to "jump" the fuel pump and make it run without the engine on. Just need a paper clip and the right pins. Might be helpful in troubleshooting.

Yeah you don't even need to put power into that pin straight from the battery. One of those pins is a 12V hot, B+ usually I believe. So take a paper clip or jumper wire and go from B+ to FP and that should get you 12V to the fuel pump. I'd just verify those pins that B+ is 12V and FP is Fuel Pump, I'm 99% sure they are, but I don't want you to fry something in case I'm wrong...

Paper clips are good but I recommend a fusible link just in case something is shorted to ground. Battery power jumped to ground with a paper clip is no fun.

Tug on wire harnesses to make sure they aren't pinched somewhere then inspect for welding slag that may have melted the harness

    7, maybe 8?

Well it was worth a shot. At least you know it's probably a wiring issue and not related to the ignition switch or something.

Could a rodent have gotten under the truck and chewed the wires? I'm always worried about those mice in the desert chewing a wire and leaving me stranded...

The rocker switch works too though, and adds a little theft protection.

If you were looking at buying a third gen 4runner with 201k miles on it, what would you look for as potential red flags.

Depends on year, but I avoid the 01, 02’s for their transfer case and brake booster. Otherwise, transmission fluid on autos for pink milkshake. Timing belt done near 120k, at 200 probably close for round 2.
