Making hood functional

Hello I'm new to the group. So thanks for having me. I have a 2019 Tacoma crewcab 4x4 TRD sport in charcoal gray. But it's the scoop that gets me So, I do have a question about the hood scoop on the Tacoma is there a way to make it functional. Thanks in advance and sorry if this question has been posted

 

It's a Camry engine it has all the fresh air it will ever need for those Costco runs

I have some pics somewhere, but yeah. Very easy. Just cutting the back of the non-painted part off. This way, carwash soap and sluch doesn't stream back from the sides of the skewp.

Why?

 

Doesn’t making it functional reduce its prophylaxis?

 

It's function is to keep the hood from flapping at highway speeds like the OR trucks.
