I'm looking for a raised tire mount for the bed of my truck. But I don't want the tire raised higher than the levels of the bed of the truck. Just looking for something that I would be able to mount my tire flat in the bed of my truck and have it raised maybe two or three inches off the bed.

Check these old threads for some ideas. Strapping down to the D rings is probably easiest, if you want it elevated slightly just put something underneath the tire.

just wrap a blanket (have a canopy) around a couple pieces of wood and secured it down.
