ARB bumper, warn 9.5 winch. carbon fiber hood. Leer top with thule racks and MOAB from thule. Electric fans, blue sea fuse block, Sony dvd Head unit, Xm tuner and HD tuner. New carpet and new racing seats. ( other half doesnt like them i think). Nwor springs and adjustable coil overs. Sky jacker rear shocks. Slot and drilled rotors. Engine Titanium ceramic coated headers, no cat, jba cat back. URD Rear Sensor Simulator. Leds all around and inside cab and HID H4 hi/lo beams.
Three things to try first one dont laugh. im going to assume you have no check engine light on.

One take the post.and neg. terms. off the battery and JOIN them for 20 seconds. That drains the cap in the ECM for a fresh start. lost of flash memory see lesson. :)

Second with the engine running that HIGH of a rpm sounds like cam shaft sensor is out or there might be a problem. ( it will not throw codes at you on the ecm trust me ) That is one thing toyota ecms dont do every good is catching stuff when a sensor is going bad.

Third bottom of your throttle body you have a IAC valve. That could be dirty(carbon) or going bad. This controls the idle on your engine. Get a manual and check the unit with a ohm meter confirm its in spec.

One more check your TPS on your throttle body make sure you dont have that going bad also. ( HINT mine was doing the same thing this was the problem) ( no codes from the ecm where ever threw at me for a month)

Lesson : the 5vz-fe ecm uses a chart to go by when you reset the ecm. The computer must LEARN the engine all over again it can take it from a day to 3 days depends on your driving. You will see is slowly start to idle it down if everything is ok. Ecm uses the chart to know how the engine is responding to that input. Yours starts at 1500 thats a southern truck mine starts at 2250 to 2500 on starts up ( mine is a cold weather truck). When mine relearned the engine it took about a day and it was idling at 700 rpms . If it doesnt idle down your problem i bet is in one of four spots.

If anyone is wandering how i have so much on this engine i found a USSR website that had a break down of this ecm and what everything did. :D

let me know if i can help you more. willing to help.

Crossing terminals sounds like a bad idea.

Everything else sounds right though. I had a high idle a month or so back, so I unplugged the battery for about half an hour and reconnected it. That, in combination with cleaning the MAF and throttle body plate brought my idle down from 1500rpm to 1100 on start up. At stop lights i'm between 500 and 800.

I know this is an old post, but my 01 is doing the same thing. It will occasionally drop to normal idle if I quickly rev the engine up to 3500 to 4000 rpm when it’s warm, but as soon as I go and stop, it’s high again. I’ve already cleaned the tb, iac, and maf. Could it just be a vacuum leak?
I’ve searched this forum for a couple days and this is the closest I’ve come to seeing the same issue.

Having exact same problem, ever find a fix? My IAC was brand new about a year ago but never really made a difference. Im thinking it's a vacuum leak but not completely sure.

first look to see that you have a throttle cable as opposed to a drive by wire system. If a throttle cable, try manually closing the valve. Throttle bodies are a known wear item and sometimes they can be temporarily fixed. Scan the PCM for known and pending codes.

I'm having this warm idle 1500 RPM issue now after cleaning my entire intake system. My truck has always idled around 1000 RPM warm.
So I just took my plenum off to re-torque my valve covers cause there was some oil on top of them. While doing so I noticed a lot of oil build-up in the plenum & some on the throttle body. I took everything off and cleaned it really well with throttle body cleaner. I'm now starting remember that I didn't check the lower section of the throttle body that has the small cavity/plenum for the IAC.. I remember it being dark in color down there. Pretty sure there's a bunch of gunk I didn't clean up out of this. I'm going to take the throttle body off again and clean that cavity out.

Has anyone cleaned this area out? Does the interior valve or throttle position sensor that is turned by the electronic actuator on the sensor need to be cleaned/lubed as well? Can the throttle position sensor be cleaned/lubed?

Check the throttle body if you’ve already tested all known components with issues-idle air control valve, throttle position sensor, engine coolant temperature. I replaced my throttle body with an oem that had all new components and it finally fixed my high idle. There isn’t too many vacuums to check so that should be easy, try pulling on the throttle linkage and look for a change in idle, if so, probably worn linkage or butterfly. there are places that rebuild the throttle body, or just buy the new one which is what I recommend, it comes with new iac valve, new tps, dashpot, and vacuum for the tps.

There ya go! You was one of the lucky ones, if you price the oem iac, the tps, and the vacuum/dash pots it costs about the same as the new oem throttle body, also the linkage and butterfly do not leak, I could drop the idle 300 by pulling the linkage towards the front of the engine, and for a 23 year old truck-why not.
