Is there not an MWR or outdoor recreation office up there?? The Jackson Guard at Eglin managed the wildlife areas- but the MWR folks all knew where to send you to get up with them for a permit.

I just left Pendleton after 9yrs and I can say the only way to have light access to trails is through the game warden. That said, you can still get smashed for it if anyone complains or wants to point out you aren't using the land for the purpose they accepted. Years ago there was a rash of injuries on base so they cracked down alot. I explored a bit while attached to a school house command and used the excuse scouting run routes or hunting areas and my boss vouched for it if questioned, just don't go about wheeling like an ass
Also alot o the areas you want are protected for endanged specie of animals an plants so there can be huge fines, heard or marines on base hi with 25-50 grand in BS

I live not far from base near College and 76.

Off base, the closest small area of trails is at Deer Springs Rd./ and I-15. Search 'Welk Run' and 'Panda Jerk's Drug Airport', two names for the same area. It is best to have 4WD, however your PreRunner looks nicely prepped! Next is either going to Ocotillo Wells or Corral Canyon ORV Parks. A run up the Nate Harrison Grade to the top of Palomar Mountain is nice, but with last night's snow fall, 4WD is needed.

Well there are a couple of spots on base but nothing that is legit. I often get a range pass to do site surveys for hike routes and other training like that. Here are a couple of spots on base.

    LCAC beach

Here are a few off base spots that offer more quality wheeling.

    Palomar Divide (2WD friendly)
