Wait, scratch that! Someone has previously found it and took the liberty to post the pic with the highlighted pins which are hot on key on, they are both grounded with the key off.

Son of a bitch, you're right. What the fuck is Toyota putting a god damn air pump from the 70's technology bullshit on a 2013 current technology engine. I swear we are going backwards in technology sometimes. That pisses me off so bad. I think mine has that air pump trash too, is the 4.0's emissions really that dirty without that junk blower?!

Sorry, excuse my rant, that just burns me up though.

You are going to have to run that "jumper wire" to the fuse box next door to the relay. There may be some open slots there though I do not know. I can check that out later and see if there is. I have a power probe so all it takes is hooking the thing up and touching pins to see when they are grounded/hot/hot on key on.

I just did it to my 2013 with out heated seats
I pulled the covers off both fuse panels, measured the length of wire I would need and crimped a female connector for the relay end and a blue male spade for the other end, I used side cutters to trim the width of the blade in half.
Pulled relay out and bent the connector as described and slipped connector on & ran the wire to the other fuse box and pushed trimmed connector into green wire as described in other threads.
I used a round file to file down half circles in the edge of the fuse panel lids for the wire to exit and enter the panels.
Fog lights work at all times with or with out lights on and if left on they turn off when engine is shut down.
I think I'll go put an in line fuse in the wire to be on the safe side w/a 10 amp fuse.

Like this, this isnt my picture it was taken from another thread http://www.tacomaworld.com/forum/lighting/132862-fog-lights-w-parking-low-beam-high-beam-14.html

Hey guys! There's a much easier way to do this mod on a 2013 with no seat heater pins. I just connected my fog relay to the power inverter relay above it, which is switched with the ignition. No need to run a wire to the main fuse box, and you can fit the lid back on with no additional cutting. Use the AC SKT pin closest to the fog relay. I just jammed a wire in it, and then crimped a female terminal onto the other end and put that on the bent fog spade.
