      I think the arrows indicate that the visors are telescopic and can be extended for more coverage when you rotate them to the side window. The plastic piece may just be where you can hold it to do so. Hope this helps. I’m really just guessing cuz I’ve also looked at it and wondered.

      Yep it lets you know it slides left and right .
      and the tab will hold a ID or credit card. I keep my national park pass there so it in the truck..
