    This thread was created with the intention of giving you the opportunity to have your voice heard before May 1st when the exemption comments will stop being excepted. This bill is already in affect. It has been so since 1998 when Clinton signed off on it. Every three years they revisit this bill and re-access the technologies that the bill will cover. Since our technologically per-found lifestyle is moving ever so more into the automotive industries, it is now a reason for concern. If/when this bill covers the intellectual properties of the software of the automotive manufactures it will prohibit the user from making modifications that could affect safety applications on their vehicles. I could see where we could be held liable upon a vehicular accident if we were found at fault for tampering with any software modification that could be linked back to the effectiveness of the safety devices themselves. You will be able to "upgrade" your vehicle in reference to the aforementioned software, but it will have to be completed by a certified mechanic to relive you from any liabilities. No this will not stop everyone from performing modifications to their vehicles but it will create a greater risk of doing so.
