The strap needs to go . Wondering why its there ?
The anti sway on the front end can be replaced.
The heat shield above the cat converter can be replaced

Should I be concerned that someone put it (strap) there as some kind of temp fix?

The only strap I see is the one holding up the fuel tank.

Looks like it needs an exhaust hanger welded on, sway bar is probably fine, but just needs a cleaning/painting, and as stated above the shield can be replaced if you care that much (I wouldnt)

he hung the drive shaft with the strap to replace the u-joint but leaving it there says worlds about the kind of work he does when he works on the truck. missing heat shield most likely because he was too lazy to replace it or his solution to it rattling.

i fear what you see missing and wrong is only the tip of the iceberg and there may be many hidden problems not yet discovered.

I would walk away from that one and keep looking, it screams money pit and endless problems to me

I was wrong. If you zoom in the strap is only on the tank. There is some kind of rubber wrap around the shaft that makes it look like the tank strap is on the shaft.

What is the purpose of the heat shield? Is it needed? The exhaust system looks relatively new.

The grease darkened area of the driveshaft makes it look like something is holding the driveshaft.

I can see this is going to be a project if you know that going in and the price is right go for it.

If the frame is not yet through yet by the spring hangers another Pa winter or two it will be.

I would hit the ground running and don't look back this truck is a bubble gum and bailing wire rust bucket and if was cared for the way it appears which is not at all your buying a project so unless you are getting it at a project price steer clear just my $.02 worth

Hi. How can you tell the spring hangers will be shot soon? It got a new frame under the recall in 2011.

I see no strap anywhere. I don't see anything wrong with the truck that isn't normal for a 10+ year old vehicle that cannot be fixed or isn't to be expected.

I agree, I wouldn't be afraid of buying that. 10k is a deal for a 4WD first gen double cab with under 200k miles still.

I believe this is the strap OP is referring to.

It's supposed to be there, it holds the fuel tank. The grease marks around the driveline slip yoke are normal too. Thanks to Tacoma's lovely axle wrap you have to constantly add grease to that thing.
