DOM is Drawn Over Mandrel. It's the process on how the round tubing is made. The steel is pushed through a die to make the round shape and wall thickness which eliminates the weld seam that you get with mechanical tubing (hrew). DOM is a much stronger material.

to add what Mobtown said it is the mechanical equivalent of cold rolling but in a tube. The physical compression of the steel literally flattens and aligns the metal matrix so it has a higher tensile strength etc.

It is basically a hardcore running board. They either bolt or weld to the chassis and protrude out past the doors to protect your truck sides and rocker panels when offroad. This allows you to travel down narrow trails or over obstacles and keep the side of your truck from getting smashed in. They also make a nice protector of car door and shopping cart dings haha.
