four wheel drive H4 low keeps blinking and steering steefness

Hello mates any help with what could cause my Tacoma 2006 model with steering stiffness.
Also my 4 wheel drive wont come out even after checking the front actuator. It would not shift back to 2 wheel.
However i Unscrewed the short rod which connects the 4 wheel drive . so it working in 2 wheel now but 4wheel wont work at the moment and the light still blinks

 

I guess no one has any idea about this

 

So your steering is still stiff after getting back into 2WD?
If it was running in 4WD yeah turning it binds.
