Can you geniuses come up with any good ideas on what to do with this space in my house? It's time for a kitchen remodel, but I want to remodel this area as well. Breakfast bar?

It is better if you go with some professional for this kind of work. Because only an expert can give you some idea about utilizing this space in the best possible way. Recently one of my friend also got his kitchen renovated from kitchen renovation Croton on Hudson NY and he was quite satisfied with their services. They used every corner of his kitchen optimally and provided him the best deal.

If you don't use the stairs much you could leave one wall and install a false floor. (Think prohibition). Use the wall or even just a railing when using the steps and close the doors to cover the steps when not in use.

Some stuff. Not a lot, just some.
Something like this with the breakfast bar on the half wall. You can add a cabinet under each end of the bar for added storage. It will help get some ambient light down the dungeon...er...basement steps.

I've been in the kitchen and bath design world for 15yrs now and that is an odd space. Really depends on what your needs are and the purpose of your remodel. If it was me, I would change the whole access point to the basement, but that could blow your whole budget right there. I would demo the whole wall and put banisters on the both side then end cap it with a butcher block prep station/breakfast bar and slap either storage or some type of undercounter refrigeration.

Could you turn that into an island, and then on one side of the island have a door that looks like a double cabinet door open up to allow you access to the stairs?

Unfortunately you are correct, moving the stairs isn't an option. I really like where you're going with this, but I'm having a hard time picturing it.
