You don't but they may be illegal to mount in a car.

 

They're legal to use on the water without a license but you can't use them if they have wheels under them without a license. You literally can't use them if the boat is on a trailer at the dock. In many places the Coast Guard gets off on writing people tickets for communicating on marine VHF while sitting on a trailer.
