I have a three inch scratch on the Driver's Side portion of the rear Bumper. No Dents just a scratch. Would it be cheaper to just get it painted or get a new section from Toyota and replace it myself.

    Cheaper to replace it.

Cheaper still to touch it up with a paint pen.

Cheapest yet, ignore it. You'll get more.
