So, after two years of letting the tacoma sit in my garage and collect dust, I finally managed to get another ECU. I plugged it in and turned the key, same thing happens. I am right back where I started, does anyone have any possible suggestions, please? Thanks

When system is in open loop the sensor you're unplugging are ignored by the ecm. You need to drive it. What kind of drive pattern are you doing? Check coolant temp with scanner before you start vehicle.

Hey mechanicjon, thanks for your reply, I am following the procedures described by toyota to set each individual monitors. I have attached the PDF here. I will check the temperature of the car when I get home from work tonight.

Ok so I plugged in my solus ultra and confirmed that the iat and ect were in nominal range. Ect when started cold was at 68 f and iat was at 78 f. I will get temporary trip permits from DMV tomorrow and try the procedures to set the monitors. I'll keep you guys posted. Thinking about going to the dealer if I can't get it to work.

Keep an eye on coolant temp and IAT temp. They can not be greater then 13 degrees at startup. If it is the test wont run.

just to recap, i have a 2000 tacoma 4x4 manual calif emissions v6 that will not set o2 monitors for me to pass emissions testing. The car has no check engine lights no problems, i can see live data on a scan tool. The check engine light works, it turns on when key is on and turns off when engine is started. I cannot get the ecu to throw a check engine light. i unplug sensors, disconnect ignition coils and still no check engine light.

Well a bit of an update. I took the truck to bill page Toyota here in northern Virginia and no luck they could not figure it out. I took it to a larger more service oriented Toyota dealership Koons Toyota dealership and they have had it for 1.5 months now. Ii just got a call telling me they cannot figure it out. They said they had techs with 30-40 years of experience look at the car and even they couldn't figure it out. They charged me 2 hours of diagnostic labor because of all the time they had spent trying to diagnosing it and all the time they spent trying to drive the vehicle to set the monitors. I am at a loss for words. I am in disbelief that will all the resources, training and equipment that they say they have they cannot offer me a solution. not even a guess. They have no idea. I am dumbfounded!

Know anyone with a similar truck that would be willing to run your ECM in thier truck to test it.

Here's an possibility... Is there any kind of aftermarket alarm or anti theft device installed on it? I'm thinking maybe the ECM looses battery power when its turned off. Causing the readiness monitors to reset. Cali emissions for both ECM's? Just one more thing to eliminate, check this.
