Registering 'new' out of state tacoma?

    I purchased mine in AZ. AZ has the title and uses physical paper titles, CA uses electronic. I'm having a hard time transferring titles. Do you know what form that was?

    I've successfully registered in CA but registration says "non-transferable/no title issued," not a big deal unless I wanted to sell. I can trade but not sell, I'm not planning on either one but hate being stuck in this limbo, until the car is completely paid off.

    Also, I might be wrong on this... since you are making payments and the lienholder has the title, it's probably the reason for the "non-transferable/no title issued" statement on your registration.

    Correct. My lienholder says I need to request a title transfer to change the title from AZ to CA. But can't find the form online and DMV over phone don't know what I'm asking for. I'll have to go into a branch but I don't think that will be much help either.

    During my initial registration one lady told me it was ILLEGAL to purchase out of state and I could not register here. It was a "new law" they had just passed to protect the dealerships from people going out of state to save money. She handed me a brochure with all the info... it was just the smog check requirement but she had already dissmissed me and wasn't even willing to help since, in her head, fulfilled her duties by letting me know I was a criminal with no hope for registering. It's kinda funny but incredibly frustrating at the time.

    I am not sure that form exist. I scan the entire DMV site and cannot find it. According to the DMV, you need (1) to fill the Application for Title or Registration (Reg 343), and (2) have the last out-of-state title in order to remove that "non-transferable..." statement. It appears to be a catch-22 because the out-of-state lienholder has the title that you need and cannot obtain until the car is paid off. I will probably have the same issue since I also bought my out-of-state and financed. But like you, I do not plan of selling or trading mine, so it's not a big issue for me either. However, please let me know if you do get it resolved.

    That's interesting you mentioned that because the rep who did my vin inspection said something similar, but she also was very empathetic. She also had a lot of choice words about the absurd costs of housing/living in the Bay Area. If that is a new law, it's not stated anywhere on their site. I also tried researching it on the web and did not find anything there either. I feel your frustration...

    UPDATE: Just got off the phone with USAA. The Rep said it's a "real low maintenance request" and "real cut & dry." Just call the DMV, and ask them to fax a State Change Request Form. USAA offered to conference call the DMV and speak on my behalf so there is no longer a middle man. Again, when speaking with USAA they sound confident it's such a simple task but when speaking to DMV it's incredibly daunting. I'll update again after conference call.



    It is a catch 22. I scoured the site myself and found no such form either. I called DMV this morning and they said that my lienholder needs to submit the title to the CA DMV HQ in Sacramento. When I spoke with the lienholder they said they need an official request (this mystery form) to send the title. The lienholder is USAA and I feel they are pretty squared away, especially being a military bank and dealing with out of state liens fairly often, I'd assume.

    The catch 22 part comes in where I can't provide a title cause I don't own it and the lienholder won't give it to me for the same reason. USAA is extremely adamant that the correct process is a simple state transfer of titles. This makes sense since USAA will still be the lienholder and I never actually get my hands on the title but transferred to a different state.

    In this case, the AZ paper title is conflicting with CA's electronic title system. The hassle is ACTUALLY mailing the physical title (can't be a copy or fax) to CA, who in turn makes it an electronic copy? It's been explained to me so mainly times now that everything has lost all meaning, if I understood somewhat the first time, I don't at all anymore.

    I might try once more again tomorrow at an actual office and if I can't get a straight answer I'll just not give a s#!t till I pay it off.

    I'll keep you posted and I'm subbed to the thread to stay updated with any of your findings.

    Illegal my great aunt fanny's... as-perations. The DMV has some DUDs (Don't Understand Developments) But if you don't get satisfaction, see if you can find a person higher up the food chain, they usually know more complete information than the possibly overburdened front line folks. Then there is always your State Senator/Representative to add to the mix. Regardless; Lots of, Good Luck to you; it is always a eye-opening experience dealing with California State Bureaucracies:eek::der::angrygirl: Remember its your Tax dollars at work,o_O FOR you :rofl:

    UPDATE 2: USAA tried the conference call but wait times were 90 min + for the general DMV # and also to the specific Titles & Registration department so in the end no go on the conference call. Posting the Registration Unit # here for anyone looking at this thread in the future.

    Registration Unit (916) 657-8035, this is the specific department located at the CA DMV headquarters in Sacramento.

    The general DMV clerk advised over phone to call these guys as they would know exactly what to do. In the end I tried one more time and didn't need that unit. I went to DMV one last time and they insisted there was no form, they stamped my registration with that office's address and told me to tell USAA to "just send it" there. I uploaded my registration with a clear view of the stamp and explained to USAA that there is no form as per DMV, and just send it to that address.

    They overnighted the title via Fedex, was received by DMV w/ signature. Now I have to wait 30 days for DMV to get back to me or go in and check the status. Thats it for now, it appears that the problem has been solved but well find out for sure in 30.

    I like to hear your update because I plan to buy a 4Runner in AZ next year too to save money. Sounds such a hassle so far...ugh :annoyed:

    I don't think it has to be. When you buy, make sure and tell the dealership to register in your state. From what I've learned they can do that but I think the registration defaults to the selling state maybe. When I purchased my 2013 Taco in AZ they registered for me in CA. Anyways, at least you'll know a little of what to expect... and knowing is half the battle. G. I. Joooooe!!!

    You don't get a tax break. I still had to pay CA tax rate for my zip code. Also, if you're doing a trade-in you'll still have to pay taxes on the FULL amount of the purchase price of the new vehicle, NOT the difference after trade in.

    Example: New car is $40,000.
    Trade in is worth $15,000.
    Balance due is $25,000.
    In AZ you get tax credit for trade, so you'd only pay taxes on the $25,000.
    In CA you still pay tax on the full $40k, no matter how much you trade in. So you'd be on the hook for the remainder when you got back to CA if you bought out of state.

    Hope that makes sense.

    When I bought a brand new 2014 Audi Allroad from Las Vegas Audi, I had to make an appointment w/ the DMV to have the VIN verified, prior to that appt I had to get my brand new car smogged; yes smogged. Once done you present all that to the DMV inspector and you're done. Just a pita

    Correct. The VIN will have to verified, although some on here are saying by CHP, mine was done by DMV the same day, no appt.

    Also true, you will need to have your brand new car/truck smogged. I asked the DMV guy why this was and even though he had no real explanation, he did mention that Texas Tacomas DO NOT pass CA smog, may be something to consider for some of you, and I'm not sure how reliable his comment was, but he said Texas specifically.

    For trucks... you will also have to weigh it. Having the manufacturer specs is not enough as you will need to present a weigh station certificate ($15-$25 when I did mine) in order to register. Your truck will also have to be registered as a commercial vehicle, not sure if other states are this way, but I think this can be amended if you have a hard bed cap. Commercial registrations are more expensive that regular ones.

    Yeah but you can park in loading zones and leave your vehicle ( at least for a short while-"delivering" your package)

    UPDATE 3:
    I spoke with DMV today and they verified they have the AZ title on hand, and I need to come in and sign for a new registration with CA title. No more "non-transferable..." on registration! The DMV will then send the new CA title back to my lien-holder after I sign for the new registration.
