Washed my truck today and the shop vac nozzle put some decent scratches around the plastic next to the ebrake handle. Is there anyway to fix it without a heat gun and sand paper?

You will do more damage with a heat gun. What I would try, if it were me, is a little solvent. I use Rez-n-Bond in my shop on a regular basis. It is an industrial solvent for ABS & styrene, which is what those parts are probably made of. A very small, pointed brush with some solvent in a small test area to see if it will work. You could try hobby plastic solvent.
