the bottom one should be a tight fit. the other one, do you have it upside down? I have installed this kit on a 2013 and it bolted up fine. I normally bolt it up to the light first then install.
    Take a look at https://www.youtube.com/watch?v=Lkme-3z9nWw
should give you an idea on the install.

The bracket with tabs in the bottom 2 pictures doesn't fit. The inside gap between the tabs is to narrow and will not fit into the slots on the bumper.
The bracket that is drilled for the 2 screws doesn't match up to the 2 holes in the bumper where the screws go.. the other brackets are bolted to the light laying on the ground.. I attempted to mount the light, then used the brackets for the opposite side for reference pictures.

the first two pics is the pic upside down? or is that how you tried to fit? as the the bracket looks to be upside down. the light mounts should be towards the ground and not the sky.
I will search back though my pics to see if i took some from the '13 i installed into. I just remember the finger one was a tight fit.
Sure Baily will chime in tomorrow morning.

It could be upside down? But I was just holding it there to show that the holes didnt match up correctly.. I'm going to attempt to reinstall them tomorrow

Took the brackets with tabs and ground them down to fit and then drilled out the holes on the other brackets a touch and they fit
