Registration woes before moving out of state...

I know this isn't a big deal in the long run but it's bugging me and I can't find an answer online. I am moving to Oregon in about a month and my CA reg is due the beginning of February. I don't have a place yet but I might in about 2 weeks.

Can I wait and register my vehicle online in Oregon before my CA tags expire?

If I renew my CA tags here, will I be good until 2020 in Oregon.

The CA dmv says that it needs to be registered and that makes sense if I am still here. Haven't had the chance to talk to an OR dmv rep yet, but I'll try Monday.

Don't know about Oregon, but Arizona requires registration when you move in. 49 years ago there was little or no enforcement, but now--I don't know. What is the penalty if you live there with out of state plates? Probably just requiring immediate registration. I doubt that Oregon will allow a nonresident to do it.
