I bought a toy hauler and when i plug the trailer to a 120volt source the converter does not step it down to 12 volt when connected to the trailer fuse block. I pulled the batteries out of the trailer also because they were only showing 6 volts so i need to replace them.

I then pulled the converter out of the trailer and wired it up so it can be plugged into a wall outlet. It then was putting out 13.6 volts. I reinstalled it back in the trailer, and hooked it up to the fuse block and plugged the trailer back in and it was only reading .53 volts. Is this a sign that the converter is shot? i would think that if that was it the converter wouldnt step it down to 13.6 volts when plugged in to the wall.

any help would be greatly appreciated.

Before you toss the batteries, are they 12v batteries that are down to 6v or are they 6v batteries wired in series to give you 12v? It's not uncommon to see two 6v batteries wired in series to give 12v in travel trailers.

The other electrical questions would be clearer if you could provide pictures showing where you were taking your readings

I agree with ^^^, even a dead as a doornail 12v battery typically shows 10 or 11 volts.

Your other question is really a hard one to diagnose with the info provided, but my gut feeling would be that you have developed a short somewhere in the system.

they are 12 volt batteries wired in parallel.

In that case, 6V is definitely a problem :) Is the "jumper" in your name related to your MOS?

Also, it might be worth asking a moderator to relocate this from the Off Topic section to the Towing section, you may get more traffic.

Maybe @jberry813 could help with that? (Sorry Jason, you're pretty much the only mod whose username I can remember off the top of my head)
