So I'm hoping someone can figure this out, and I will provide as much detail as I can -

    Windows 10 Pro

Externally connected devices, only 2 which are Logitech mouse and Logitech keyboard

Internally connected devices, if I recall correctly the Corsair Hydro cooler uses one off of the motherboard

When does the notification come on and off?

It never happens when I'm gaming.

It happens when I'm just web browsing, and my sound will go on and off as if something got plugged in and unplugged. It's odd that it happens only when I'm using the PC for minor tasks which could be a dead give away for someone.

What have I done to fix this?

I've ensured drivers are up to date.

I've disabled the power management function of turning off to consume power when not in use.

I've played around with disconnecting the only 2 devices and using a different USB port as I have 6 or 8.

can you leave the device manager open so you can catch what is (dis) connecting?

I don't remember if USB connections will show up in an event log or not....

I've tried this, to include trying to catch the notification that appears on the bottom right corner.

    The keyboard is wired, G810

The mouse is wireless but I never run it without being plugged in so consider it wired only, G903

Didn't see your post until now; yeah I guess I can disable it since the plugging and unplugging isn't seen or felt.

I wouldn't be posting if it happened during gaming and I'm like "fuck why didn't it shoot during that possible headshot"
