I thought Coil Over was an adjustable suspension

Coil over actually just means that the coil is literally on top of (over) the shock. If you look at a lot of older Jeeps, the shock and coil actually are separate and sit in different locations.

It has a 650lb spring but it’s not rebuildable by the owner and you can’t tune it. The 9100s I looked at online had that option.

A coilover is made up of two things, a shock and a spring. When you put the shock and spring together, it becomes a coilover. Some coilovers are adjustable because the shock is adjustable. Bilstein 5100 shocks for example can be set to different heights by adjusting the notches on the shocks, and then the spring goes over that adjusted shock. Other coilovers like my OME Nitrocharger 90000's do not adjust and all the lift is provided to the coilover by the spring. Neither is better its just personal preference.

Yes you are right. They were pre-tuned by TRD. It is not even rebuildable by Bilstein, I asked when I replaced my original shocks lol.
