Can you guys recommend anything for cleaning/protecting tonneau? Would really like something that doesn't run once applied, that I would have to worry about streaking the paint after rain or washing.

If you've let it go something like an APC (all purpose cleaner) or degreaser would be fine, if you wash once a month or whatever car soap/shampoo should suffice. Best protection would be a trim coating like CarPro DLUX or other makers. Comes in a 30 ml bottle so you should have enough to do the wheels and the rest of the plastic trim or even metal too. You could use water based protectants like CarPro PERL or 303 Aerospace protectant but that will need to be applied every other week or so to keep it from washing away and getting beat down in the sun.

If it's already started to fade (assuming not a lot) the trim coating will restore and darken the color back a some.

As gorram said go with a trim coating. Yes, its more expensive up front but its less work in the long run.
