    Hi y'all!
I would like to share my personal experience of experimenting with TxTag toll roads and vehicles with temp paper plates.

TL;DR: temp paper plates can be read by Texas toll roads. The proper way to handle the situation is 1) On the day of purchase, register/add the vehicle with temp license to TxTag account 2) installed the transponder to windshield 3) update license in the TxTag account when metal plates arrive

Back in 2017 when I first moved to Austin, TX

I bought a car, and the dealership attached a 60-day Texas Buyers paper plate to the car.
I did not registered the vehicle under any toll system.
I drove it on TxTag roll roads in TX, and also across the east coast where E-Z pass is deployed.
Up until this day, there's no toll bill sent.
Of course, once I received the real metal plates, I registered for TxTag and other toll transponders and then life went on. No tolls charged for those 60 days I had paper plate on.

I thought that was the norm and I told others, temp plate = free toll.

Well, that's definitely not true anymore.

Around May 2020, I got another car. Same situation, on 60 day Texas Buyer tag, I drove through a toll road just to test what would happen. Shortly after testing, I added the car with temp license plate to my existing TxTag account. The tag worked fine, but the first toll road charged, which happened prior to added the vehicle to TxTag account, never showed up in the TxTag transactions. In July, approximately 1.5 months after that first toll, I got a mail for that toll charge, it has a picture attached to it to prove. So YES! Texas toll roads CAN read temp paper plates and they have access to the database to find out who and where the paper plate registers to.

Last month, when I got the Tacoma, I did a similar test. I first added the temp license number to my existing TxTag Account. Before I installed the tag transponder, I drove on a toll road just to see what happens. Very promptly, in my TxTag account I saw a transaction of that toll even though the transponder was not installed on the windshield. So this not only proved that they read temp plate, they can also directly look up that plate and charge to the TxTag account if found.

Also, I can confirm that putting the TxTag transponder sticker inside of the black dots area next to the TSS portion of the windshield is fine, it doesn't interfere with toll reading.
