What is this part called and can I replace it with black?

Yes it does. I just told you my friend ordered the exact part and it was the exact replacement. Does that not matter? Look at the fender flares for the OR. They say unpainted too. It's just a term of distinction for the part.

Yes, you’re correct. I ordered the same part also. Mine had holes in it from a front license plate. I couldn’t stand it so I ordered a new one. Same as the off-road. Even checked the part number on the back of my old one.

I used TrueCar, entered what I wanted and selected for blue, saved the page with the filters in. Checked it every single day.

I'm not sure what part of the country you're in, but I have a black one in my garage that you can have if you're local to me (Southern California). As others have said, this part is often removed when people install smaller "insert" style front bumpers, like the Body Armor Hiline series. I would stay away from plasti dip or paint. Those options will look really good when you first do them, but they'll fade pretty bad over just a year or so, and they'll get extremely chipped or pitted up, since that part of the vehicle takes impacts from bugs and small pebbles while driving on the highway.

If you're not local to me, check your regional specific forum, and see if anyone has one lying around. You can also post up in the Hiline bumper thread, to see if anyone is willing to part with theirs.
