As someone who has 2 sets of SS3 Maxes I have a question and I hope the answer isn't you wanted to say 5 cents. Why a washer, lock washer and regular nut instead of a washer and lock nut to attach the bracket to the mount?????

because it may have eliminated the extra work I had to do today when I thought I had control of the of both washers when I only had 1 locked up and didn't realize it. until I had the nut on and pulled out the rag I used to catch anything that fell and then heard the lock washer tink tink tink somewhere never to be found.

Oh, didn't answer what you actually asked. lock washer on the powder coated metal may get scratched off by the lock washer.

Mine came with nyloc nuts. Perhaps they changed it? @Diode Dynamics

Wrong area, I am talking about the carriage bolt, washer, lock washer and plain nut that attaches the bracket to whatever mount you are using.

I can tell you it is certainly not a question of cost. Although I can't say specifically why they chose it, I believe our engineers felt that this hardware was the best solution for the requirement. Thanks!
