    Yes it actually does.
    The recon guide had a break down of scenarios when Recon was NOT needed. e.g. spacers on a 4WD to level the vehicle did not require Recon.

    Most safety check stations only care about the obvious things like Tires protruding beyond the fenders, Tint, burnt out bulbs and Headlight color.
    Bring on the "Backyard" Straight front axle swap!!
    I'm wondering how much of a "shit show" it will be if they decide to bring Recon back in 2025?

    Got a ? So now that recon is gone, a lot of us still has the recon permits. If those with the recon permits, how does it work if you want make additional mods that was not listed on the recon form when you have to go back for safety check? i'm due for a safety check next month, wondering if i should after my safety check or can I just go ahead with my mods?

    I just had my safety check done at the dealer while in for 2yr service. The recon paperwork is no longer used, they still check for the same things like tires sticking out, bumper height, tint, etc, but there's no paperwork involved. Either you pass or fail. I took my recon sticker off after the tech told me it 's now useless ( unless they bring it back in 2025). Feel free to mod away within the legal limits.

    FYI,
    I just tried to schedule a Safety Check appointment at Lex Brodie's and on its menu page, it stated, "Available for NON-MODIFIED VEHICLES ONLY." I then called them and the receptionist stated that if it is modified in any way, they will not perform a safety check.

    That doesn't make any sense, if a dealer did mine, why wouldn't Lex. Find another station.
    What mods do u have?

    I have an OME 3" which I went through the hassle of obtaining a recon sticker 10 years ago. On another note, I went to Oil Changers in Waipio and they gave me some heartburn for having 285x17 tires vs the stock 265x17 (for a difference of 1.3" in tire height). In the past, the legal limit permissible is that tire changes cannot exceed 2" from OEM. I don't go to Oil Changers anymore also.

    Hard top camper...many more to add+
    Big Island once had recon laws 25+ years ago. Glad no longer around. I had to install mud flaps and a reverse beeper. I actually added a switch to turn off the reverse beeper noise. Turn on only for a safety checks.

    Today it is getting harder to pass. Hand brakes must hold in drive. Wind shield washers must work. Etc.

    So I did some mods before my safety check. I got some wheels with -10 offset which made the sidewall stick out just a little. I passed. I was ready to get some ez flares if I failed. Im good to go.

    Your side walls of the tires can stick out so can the rims. It's the part of the thread that makes contact with the ground that must be under the fenders. And you need mud flaps. (But that depends on where you go for your safety check.
