cant pass emissions, secondary air pump not working

Emissions won't pass because it keeps showing on the report secondary air not ready and evap not ready. Did little more research, checked inside the are pump and its clean. Fan blades are free and clear from any debris. The stock foam/filter piece is still condition some how. Not sure if im checking right but i was told i should be getting 12v going to the plug. Not getting 12v and also maybe its the EFI relay. Really trying not to go to the mechanics shop. Its been awhile since ive been on here, any information will help.
