Each mud flap looks to be fastened by 3 clips (P/N 90467-07188) and 3 screws (P/N 90159-60603).

Too Stroked, TnShooter and TireFire like this.

I went with oversize clips very tight to get the base in then pound the pin in with a small hammer been on for years. Seems the stock size is often too loose.
Amazon.com: Ginsco 102pcs 6.3mm 8mm 9mm 10mm Bumper Push Fasteners Rivet Clips Expansion Screws Replacement Kit : Automotive
Use these on many places as other clips are removed for access and fall apart such as holding on front wheel well liners, front plastic grill, etc.
For screws and bolts I use ACE as they have every size and finish again may need slightly oversized to really hold as those rear flaps flex on rocks.

think 1/4 hardware can replace a lot of it just need to get your fingers into the smaller spaces

By chance are your running oversized tires and getting some rubbing? Pretty common.... Tin snips to knock down the protruding bits, heavier pins or 1/4 fasteners to reattach.
