Loose Center Bearing Bracket?

    Sorry, incredibly novice questions incoming.
    Just got the truck in June and have been slowly learning how to take care of things myself.

    I was under the truck trying to find the zerks to grease the propeller shaft this morning (couldn't find them, looks like driveshaft is sealed), and I noticed that the bracket holding the propeller shaft is sitting a sizable distance from the frame.
    This seems very abnormal, but prior to tightening up the bolts and snugging the propeller shaft to the frame I wanted to make sure I'm not impacting it's function in some way.
    Pics to show the issue. 1st is the bracket at rest, 2nd is how far I can lift it when it's up against the frame.

    On a related now, there's an oil leak from where the driveshaft joins the transmission (I think?). Not sure how to address this issue either, is this something to pass off to a mechanic?

    Thanks to everybody for all the help so far, it's been great learning from everyone on here.

    Tighten that up or it’ll be really loud and bad when it lets go
