That's actually done by private contractors that used to go to dealerships just for this. Gold plated emblems really appeals to a certain market, I guarantee you can guess which. It's done super cheap and thin though. Plenty if Honda's and Toyotas (makes this guess easier) have it from when it was super popular in the 90s.
