I have a 2.7L 2003 single cab tacoma 4x4, my current suspension has worn out so Im looking for a complete new shock set for all 4 tires. I am interested in a smooth ride. I sometimes do offroading but not much, about 80% city driving and 20% offroading. What brands/models would you guys recommend me? Bilsteins, Rough country, old man emu? I am a high school teenager so I would like for them to be budget friendly. What would be the best bang for my buck?

I'd suggest scratching rough country off your list of possibles

Any new shock is going to create a stiffer ride than you have now. I mention this because you desire a smooth ride, which I get. Today you likely have bouncy or jarring.

You also don't mention lift, which shocks themselves don't provide anyway. So if you are looking to stay OE ride ht, the 4600's @Area51Runner linked you to were loved by a friend I shipped a set to in Guatemala. Their roads make US roads seem like AFB runways. So based on that I'd support that recommendation.
