YOU"RE GETTING SOMEWHERE AND I AM DEFINITELY LEARNING SOMETHING!
So, in the Interior Fuse Box, fuse #1 IGN 15amp was "hot" on the Test Light..it lit the test light BUT
Only one leg of the fuse had voltage with the ignition on. That leg would be the one that does not reside on the edge of the box, The one closer to the center of the box. I marked it on the diagram. As well, I learned something here. Wow.

IC-13 had 12v with the Ignition On as an FYI.

Well, I hope I titled this update correctly. A big thanks for any interpretation and your patience. I'll upload an image of what I am describing.
    post.jpg

As well, the fuse "looks" good and the test light lights up when you touch it to both sides of the fuse when it is plugged in, Also, for the fun of it, I put the OHM meter on both legs of the fuse legs the fuse was out. The red leg OHM'ed with ground and the dead leg (Ign on) had 200-ish reading. I actually forgot...but it was in the hundreds.

    So the fuse is blown?

    Wait a second.
1C-13 could not have had power if the fuse didn’t have power to both sides?

Was the fuse IN the fuse box when testing the fuse?
Or did you take the fuse out and test the terminals in the fuse box?

Dm93.. I just updated that with the following for the IGN fuse:
As well, the fuse "looks" good and the test light lights up when you touch it to both sides of the fuse when it is plugged in, Also, for the fun of it, I put the OHM meter on both legs of the fuse legs the fuse was out. The red leg OHM'ed with ground and the dead leg (Ign on) had 200-ish reading. I actually forgot...but it was in the hundreds.

I tested the legs to get the hot and neg results. Key on.

Next your gona have to check 1I pin 15 which is on the back side of the fuse box, that's the one that feeds the PCM.

Wouldn’t the ECM easier to get to?
I’ve personally never pulled the fuse block out.
    But I’ve seen pictures, it’s a “job”.

    Oh, yeah.
This has been a hard thread to follow.
I had to hunt 2015 diagrams, as the 2008 diagrams are labeled totally different at the ECM.

Yes, me too on different diagrams between models that "should have" been the same. I stumbled early in the game more than I reported! lol

    That’s not my picture.
The thing that is being pointed at is the flasher relay.
I provided the picture just to show you what you’ll be up against.
It’s not a horrible, I just hate pulling dashes apart.

Dm93 pulls them apart all the time.
    He isn’t “scared”

    I just hate dash jobs.

I am finally getting a better perspective on this stuff. It would be awesome for someone to have a big poster that showed all the wiring to the various components with the colored wiring and direction of the electricity flow. Similar to the diagrams that are provided piece by piece (or like in this thread), only ON ONE BIG PAGE! Money maker!

Once you get fuse block out.
Use the diagram Dm93 provided earlier to find the 1l connector
You need to understand that you are NOT checking the plug when disconnected.
You need to check the terminal ON the fuse block.

You could back probe the connector while plugged in, the choice is yours.
    I’d back probe it.

That's basically what a wiring diagram is.
Some manufacturers do give detailed pinouts of junction connectors but Toyota does not.
I'm working on them for 05-08 but progress has been slow.

I tossed this to Dm93 and want to cc you here.

    1. Got it. I am going to pull it tonight. Like I'll start in about 5 minutes when the rain stops according to radar. Eugene, Oregon. So, I am assuming that somewhere from that harness and the computer, a wire runs between those two locations and must have a break in the flow of voltage somewhere. Like at the harness, along the way or at the computer's pin? Am I accurate? I Hope!

I am so appreciative of your help!

    2. Yes, key on. At the ECM can I double check with you on the pin #? Then I am headed back out to do it.
