I am considering buying a 95' that recently passed the frame test. This truck has only seen 3-4 salty winters, but I intend to run it all winter in salty New York state.........Is it possible that this truck will survive.or is it a time bomb with a short fuse?

    Depends.....
Although it passed the frame test, there is gonna be some rust in there and you don't know how long it'll last before it reaches the 'fail' point.

How much are they selling it for?

Offer a low-ball price and see if they take it. Your excuse will be - "I don't know how long the frame will last before it fails"

    Good Luck!
