How to recharge the A/C unit on a 1998 Tacoma. It has never been done before and today it seems not to be working. It takes 20 min or so to get cooler air.

First you need to find the leak, replace the drier, evacuate the system, refill with 134A. Don't have the leak detector to find the leak or the vacuum pump to evacuate the system? Take it to a reputable A/C shop and have them fix it. Plus you will get somewhat of warranty of the work if the refrigerant leaks out again.

134a has a much smaller molecular size, than the old r12.
    It leaks out with time.
I have had excellent results , with the canned recharge products at the parts store.
Easy to use , just like in TV.
Once charged , you can use soapy water to check for leaks.
All of my rigs that have 134a need a boost about every 3-4 years.
My 84 Mustang, still has the original R12 ,and is still blowing ice cold.

I think I used 2 cans to refill my 95 tacoma , after I replaced a bad line.
I had the system open for less than 30 minutes , replacing the line to the dryer, and after that repair, the a/c is cold enough to freeze you out of the extra cab , within 8-10 minutes.
I think total I was into it 50 dollars.

How much time? Is 20 years too long? I have a '96 running on the factory fill.

I don't think there is a real answer.
My friends 95 is still on the factory fill, but but not as cold as mine.
I topped his off, and he was impressed with how cold it is now.
