About to buy my first Truck!!!

Hello all,
Been reading through tons of your threads and I am stoked that I found this forum. Everyone seems so knowledgeable, I look forward to learning from all of you.

A few questions:
1. I am about to buy a 2004 4x4 xtra cab with 60,000 miles on it. Everything looks good, carfax looks clean and I am taking it to the dealership to get inspected for anything I may have overlooked.
He is asking 14,400 this is the KB value, seems like the write price for the bay area. any feed back before I sign today?

2. I plan on driving up to Tahoe with it on Friday and it's dumping. Any advice on snow driving? I heard I should through a couple bags of concreate over the back tires. Should I get chains?
