accessory plug in want it to stay hot all the time

Ok, I have a 2001 and it has two accessory plug in by the ash tray. The only thing I don't like about these is the truck or key has to be on for them to work. Mostly I like to leave my cell phone on charge while I hunting. There anyway to make one of these hot all the time? I had a ford that was like that. Rick
