So Im looking at the ATX Chamber rims and just wanna make sure of the backspacing/offset plaugue. They have a 0mm offset with 4.48" backspace. The stock OR rims have a +32mm offset with a 5.25" backspace. So that means the aftermarket ones with stick out further than the OE ones right?

Correct. Don't worry about offset. The BS is the number to be concerned with.

Ok, so that means I could in theory run a wider tire as long as it fits the width of the rim? Thanks for the response

Yes, the main reason behind the 4.5" (or less) BS is to run 285 (11.22") tires vs. 265 (10.44") tires without hitting the UCA
