Okay, i know its not a tacoma, but its a camry. My buddys 02 camry bottomed out today on a speed bump. thing is he wasnt going that fast. like 5 mph tops. anyway i got out under the car and there was a big dent on his muffler. i told him there was nothing major to be worried about except the dent. but could his shocks or struts be bad. I thought it was struts but i dont know for sure so any help would be appreciated.

They are rubber 'shoes' on the underbody right above the axles that stop the tires/axles from smashing into the underbody during a bottom out

The dent in the muffler won't hurt anything. If it's a HUGE dent it might cause a little extra backpressure and lose a little power, but if it's a Camry with blown shocks, I doubt he's too worried about a couple of horsepower.
