Bad camshaft chain tensioner?

    2007 FJ Cruiser 6M/T
    TRD SC, UCON, CNG conversion, RC 6" (lifted 4"/3" air suspension) w/FOX 2.5, 315/70R17 Duratracs, RECARO seats, etc.
    Started to install the UCON timing gears and found this:

    The other side is tight, I can´t press by finger it at all. Took the loose one out and pumped it, it´s loose, even if the "oil hole" (for oil pressure) is blocked. It leaks the air out quite easily. This works partly by oil pressure, but why this feel so different compared to the other one?

    I have got the P0012 code recently almost every driving time. I thought the reason for the P0012 code would be the Oil Control Valve or it´s filter, but the filter was perfectly clean, I´ve not checked the valve yet. Maybe this is not related to the P0012 code, this is Bank 2 and P0012 belongs to Bank 1.

    Normal or not? 2007 FJ Cruiser, about 125k miles.

    Edit: it's normal, the passenger side tensioner is upside down, that's why it can't press on the chain.

    I still have to figure out this P0012.
