So im trying to diagnose some issues. When i try to spin my fan either when it is cold overnight or hot right after shutoff it still only rotates 20% of a full rotation. Is this norm because i read it shoukd spin more freely after its heated up vs cold.

It should spin less freely heated up.

Do you have a grinding noise when running around the fan area?

Does it take longer to get to temp than it should?

    Any mpg drop?

Fan should freewheel with a little resistance when cold

if it is only rotating 20% you mean 1 of the blades only moves from 12 o'clock to 2-3 oclock? I feel like that would be a problem.. there should be a difference between hot and cold..

    http://www.aa1car.com/library/cooling_fan_clutch.htm

    Basically this:

    Fan Clutch Trouble Shooting
Faulty fan clutches can be detected by checking for obvious indications of failure such as:
Leaking Fluid - oily build up around the bearing or thermal spring
Bad Bearing - seized, turns rough or has excessive play (more than 1/4” at fan tip)
Worn Thermal Spring - spring is loose

Some fan clutches will show no visible indication of a problem yet may still be faulty.

The following may also indicate a faulty fan clutch
Fan Spins Excessively - three or more times when hot engine is shut off
Poor Air Conditioning - at low speed due to excessive high side refrigerant pressures
Doesn’t engage or “lockup” - fan speed does not increase when engine is hot
Does not disengage - fan speed does not decrease when engine is cold

Yea mpg is relatively poor. Yes, 1 blade goes fron 12-2,3 o clock. And it turns the same wether hot or cold. Ive been trying to nail down a persistent squeek and a strange and loud "howling noise" , i have a trd blower and power is down greatly. The howling seems to be worse at cold startup and when the car is hot. No issue with temps, no leak from what i can see. I have 130k so im leaning towards a bad fan clutch.

A locked up fan clutch (which is what it sounds like) is going to wipe out your water pump as well. At 130K, I'd put a pump on it too.
As far as "power down greatly", it's unlikely the fan clutch will solve that, but you have to start somewhere.

Yea thats the plan. Water pump & fan clutch. Ive been losing a little bit of coolant over time so the water pump is probally burning off leaking coolant. I know the hg is good because the engine was rebuilt after the dealer nuked a piston ring when the fubard and put in stock +1 hotter oem plugs into the fi motor.

What year truck and mileage? They dont last forever and until you replace it, you really dont realize how shot it is. Replaced mine with 140k on it, ac works better now and when you start the truck up you can hear that fan blowing air like crazy

Replacing everything worn, broken, and rusted.
@Jimmyh big thanks for your post above. Had grinding audible through tensioner pulley bolt (even though it was recently replaced), was changing out my water pump and had grease and dirt all up in the pulley. Ordered a new clutch fan based on what I read here. 2007 4runner with 133000 miles. Thanks guys.

The fan clutch will drag a bit on cold start -- spins the fan more, briefly. After cold start, the general operating principle would be:
cold to warm = spins more freely because less cooling air is needed
normal temp to hot = clutch grabs more so the fan pulls more air, but not completely locked

Looking online I see 2 part numbers for similarly priced fan clutches that fit my truck (4.0L V6):

    16210-0P010; and
    16210-31020

    What is the difference??
