Bed Rack Rust Spot Fix?

Now for my final question (going back to the area's that are not damaged)

if I want to just fix the rust spots. Then respray entire rack with liner, Do i need to wire brush entire rack? Or, can I use scotch bright to rough surface of powdercoat up, clean with degreaser, and then spray liner on?

 

Hey man, I am currently looking to fix my Voodoo rust spots too. Are you able to give a summary of what you did. How did it work and what would you do differently??
